During the day (at least morning) I've seen Mina swimming in the channel between mainland and island.

how often is this mob up? what is respawn time and is it perma farmed?
this is how to get item.
travel to island just off dock
wait till night
kill ZOMBIE ph and then kill several witchs
named will pop arond island randomly

Just to note she does not drop the pet focus every time. Just killed her and no hair, just the Cape of Sea Silk. Pet focus item may be her common item, but not an everytime drop.
Easily dispatched this ragged wench via snare, magic-based dots, root and the endless quiver of arrows.
She cast Curse of the Seas many times and it only landed once, MR 460+, and it only lasted a few seconds.
Did not get within melee range so I have no idea what she hits for.
She was swimming a short patch between a wreck on the beach and one of the islands and did not leave the water during her pathing.
The other time I saw her up she was standing on the island and not roaming.
Dropped the pet class waist item.

There is a quest in addition to killing her you can get quest faction or exp or a little plat from Petula?...in camp near shore...is called shoot forget..someting about the dawn...she turns you into a turtle (yes...she really does)....and silences you at same time with 300 + mr didnt stick most of the time and didnt last when it did...is undead, decent hp hits hard but not quickly....dispelled here 3 times ....which slowed her down a bit and made her hit for less and less often...droppes the drowned mans hair waist slot most of the time and some vendor loots..

Casts "Curse of the Seas". Snare + Silence for about 1 tick. Resisted 5 out of 6 casts with a 396 MR.

I solo'ed this mob lastnight. Didnt real cast anything to speak of. Hit for 300 to 600 normal damage and some crits.

That curse of the seas is an Illusion:Sea Turtle. It basically roots you, and prevents you from attacking or singing songs or casting spells. You end up just being a target dummy unable to do anything while she nukes or melees on you while you wait for it to wear off.
Lucky for you the illusion doesnt last that long. Probably only 10 seconds, but if it were longer lasting, that would be the death of many grps or soloers.
She casts it quite often and even with 599 resists it still lands about once every fight.
Fortunately though, the Drowned mans Hair is her common drop. I got about five of those so far with none of the sea silk capes. The pet class guyz appreciate the Minion Darkness that it has on it with only having lvl 55 minimum to equip it.
