Be patient. All you can do is keep camping basement ice golems. RNG is very low chance to spawn this named.
If you kill Ice too fast, Floe will not spawn. So, use Hand-to-Hand combat and bring Ice down to 70%-ish. Floe will spawn at the basement entryway. Kill Ice! Then, Kill Floe! This is for Frostcrypt hunter achievement.

Ice cons as "a rare creature", spawns in the room of ice golems underneath the maze in the north end of Frostcrypt. (To get to that room below the maze, destroy "a block of ice" which is a glowing floor panel in the 4 corners of the ice maze.)
