Ok in the cleric guild there are like 4 sets of stairs. One leads to the very top of the cleric guild tower. Appearantly this quest has a level requirement. He kindly considers me but responded to hail with "It's much safer for you to spend time fishing than on a dangerous issue like this."

I said, "I am an initiate" he said "This matter is far too advanced for you to handle..come back after you've killed a few more large rats."

I will update later on the minimum level and what he says when you finally are "allowed" to do this quest. I know stupid verdant (lol its funny when ppl mis-spell it) doesnt like twinks and hates anything more powerful than rusty on n00bz but this is just stupfided. At least some quests give your crap back and the guy says "I dont want this" if you hand the wrong thing in now...

He is located in Neriak 3rd Gate, at the top of the stairs in the cleric guild.

I beleive he is located in the clerics guild
