I (L61 Wiz) was just killed by a highborn harpy that conned Yellow to me, so they can be L62 at least.

These are the default/wandering Harpies on the 4th level (Harpy Mesa).

Other drops included: Jade, Bloodstone, Hemic Marrow, Large Harpy Pinion feather

Straight melee, same special abilities as other Roost Harpies. LB to 75 Beast
