Conned yellow to me at 71. Not always 70th level, evidently.
I'd guess that he's used in the Rescue Kaldimar mission out of Crescent Reach (hail the sleeping NPC in the Inn) that results in the Barrier of Black:

Just a guess at this point though - will update when I find out for sure.
Edit: He is indeed part of that quest; haven't killed him yet though.

presumably used in a kobold-side assasination mission. you can cast on him unlike quest-giving npcs.
