The spawn is still terrible. I decided i wanted to finish the breath quest for 2 of my drakkins. This target brought the quest series to a screeching halt. 6 ph and no named so far. All the previous targets were either up or i had to kill the ph one time with the exception of the dragoneater ph which i had to kill 2 times for one character and 3 for another. Maybe one day they will come to their senses and put in Quality of Life changes on normal servers to get rid of such archaic bottlenecks. Kill the single ph and find something else to do for the next 75+ minutes. If you get back and it turns out someone else is camping it, don't get mad. Pity them instead.
Finally got him. 2 more place holders and then finally the named spawned. Now i just need him one more time. Spawned again as named as far as i know. I logged alt in a few hours later and it was already up.

He spawned at 1300, 1800 today. I just cleared a few random mobs in that exact area and after about an hour he popped.

Almost 9 hours, 2min 18sec respawn on the PH, and still nothing. I absolutely despise this whole quest line, and yet, the breath weapon was the entire reason I made the toon. More than 9 hours of no xp, and no fun, waiting on a spawn that never came. I just want to strangle whoever programmed this mess.
8 spawns seen twice.
Thought might be worse got on the 6th spawn.
Went there, to the NW of the zone (Griffin Valley), and he was up. LOC 1200/1900 seems about right.

Well it has been nine Place Holder spawns and counting. A guy came by and asked if I was camping it and I told him yeah seen 6 spawns. He wished e luck and said he would try tomorrow. and that he was camping him for 3. At this point I am camping one or two more spawns then going to give it a break. So sick of it, but did make a level out of it 54 baby necro.

This is also a quest mob for the Drakkin 'Breath of Venesh #9' quest. Took several hours for Refugiu to spawn for me, but here's a tip. The Place Holder is a Rotwood Strangler like the comments below have said. After killing the PH it always took exactly 1hr and 5mins from the time killed for either another PH to spawn, or if your lucky, Refugiu.

Sat on mob spawn point, killed PH then about 20 mins l8r killed Refugiu for one my toons, been sitting for 95+ mins so I don't think there is an adsact timer on this guy, seems a little random

I used sneak/hide thru the giants, and as I cleared the long canyon, into the Griffin/Spider area, Refugiu was standing at the bottom between 2 trees. Fired an arrow to lead him back up the hill and killed him with a T1Journy tank merc. He conned Dark Blue at 51.

This quest is ridiculous and the respawn timer is idiotic. Yet another terribly-planned quest. Two weeks already without a sighting, I'm about to freak out on some innocent pixels. Seriously, SOE? Come on.
The mob's respawn may have changed from those listed previously. I have been camping this mob and his PH (whih is still "a rotwood strangler") for a few hours now, and the respawn on him is now 80 minutes exactly. The spawn point is in the middle of the griffon/spider area (just east of the small mesa with griffons and harpies). Refugiu and his PH are the only tree NPCs that spawn in this area so it is impossible to miss them.
loc 1200, 1900 low area with rotwood strangler... looked this Ph had a dark fog around it and some small trees. mesa widows spawn in area and cast a Slowing Dot that is nasty at lvl 40

apparently im lucky...went out to the loc specified above (+1200 +1900) And he was there.....stupid harpy aggro'd and hit for a couple hundred. Took a few hits of Summer's Flame and he went down fast. Im a bit behind ont my quests...so @ 65 he was nothin. GL.
Hi, I've been trying to get this guy to spawn for the past several nights for my rogue, This is insane, I even got the Ionea's wing for level 55 breath before this.. and nestor's head for level 50.
My rogue is only 53 and doesn't even need Ionea's wing yet. And He can't seem to get this guy's branch for the level 45 breath :/ Tooooooo long of a respawn and TOOOO RARE. SOE needs to get their thumbs out their a**es and make this dude spawn more, or faster! This is insane to have to waste this much time on a breath mob! F*ck new races and quests. They just like making things too hard and time consuming.
It's really great seeing 4 PH's in a 6.5 hour period. WAY TO F*KING GO SONY!

heh, I killed him one day before i knew i needed him for my breath quest. I never looted teh branch. now i cant find the SoB ! talk about kickin yourself in the ***... lol

Which is totally rediculous! There's no reason he should have such a broken respawn timer, especially with only one PH. He doesn't even drop anything that good besides the quest item. I think people should petition the crap out of SOE until they change it.

Refugiu was already up when I found the spot, it spawned in the northern part of the griffon valley near +1200, +1900. As soon as you come down the pass to the griffon valley it was in the area straight out from the pass.
Refugiu is one of the walking tree models, not a stump model.

our group has been waiting more than 2 hours, AFTER killing the PH. is there some other necessity besides killin PH? and the PH did NOT pop again in that time, either

His PH has a real bad DS, 200 damage for me at lvl 56. Insane quest, being 11 lvls higher. But hey it's SOE so what to expect.
Took down Refugiu with 48 War and 48 Cleric. Incidently, he conned white to us both. Rotwood strangler is PH for him. Hits for average 130. Has a nasty 330 DD, stun proc. At one point, he "quaded" the War with it.

This is a large zone, and I've never seen this fellow up. Most people aren't hunting here and so rare named are very very rare. Can anyone give me a clue as to where this guy pops? What type of mob should I be killing to get him to pop?

It must have a super long respawn time. I figured that it was that lonely tree I saw roaming there, but after I killed it, I killed everything around it too, and those respawned twice and never saw another tree =\.
