The correct /loc is actually NEG 1283, NEG 127. Not the above mentioned POS 1283
When you zone in from North Ro, follow left along the wall there are merchants scattered about, she is the th or 4th in that row can't miss her.

1283.75-127.05,8.29 is were i found her for allmost all of my enchanyer spells. This was on 12/10/2008.

I am standing at -1285, -120 in EFP and he/she is not here. Above post is BS.

If You were on a progression server, It is possible this vendor didnt come until an expansion went live. otherwise she is just north of the Desert of Ro zone, at approx -1285,-115.
