He doesn't come CLOSE to dropping the augment "every" time. In fact, he may only drop the augment ONE time in history and that event led to this mob being credited as dropping this augment. LOL.
I have killed this mob and the various other versions of mini-cyclones MANY times and NEVER seen an augment drop.

He must not drop the aug everytime, killed him several times and didn't see it.
