It may spawn on the roof, on the bridge behind the building, etc. The spawn time seem to be the same as the other mobs. The PH does spawn behind the table in the building, but if it isn't spawning, you need to kill all of the drachnids in the area to find it.
Spawn time is 13 minutes 30 seconds.

Camped on Oakwynd, which has double rare spawns (Omens bonus). Also, camped during a double rare spawn bonus event, so should have a quadrupled chance to spawn. Respawn time reduction bonus on Oakwynd has this PH respawning a little over 12 minutes, so I got roughly 5 chances per hour.
0 named, and 18 PHs. If I'm being generous to myself, let's say I got 1 named in 20 spawns during this quadrupled rate. That would mean 5% chance for it to pop with the quadrupled rate, so 5% / 4 (divide by 4 for the quadruple rate) would equal a 1.25% base spawn chance for non-Oakwynd servers with no bonuses running. 1.25% would equal a 1 in 80 spawn rate. This is just theorycrafting with a very small sample size, but may put into perspective with napkin math for how long you can expect to go to get this named for Hunter achieve. This also presumes I got the named to spawn within the next 2 rounds (to actually get that 1 out of 20).
Spawn location is correct from other comments -- it's in the house with 3 drachnids in the Southeast section of Xill (Xill is the city in the Southwest / bottom left section of Stoneroot). He is the middle spawn only. The middle spawn is directly behind the broken table in the house. Loc is correct if that helps: -1140 -630

The hut has 3 drachnids inside it. The two drachnids to the sides respawn in 14:40. The middle one respawns in 16:10 and is the placeholder. PH can be a drachnid or a drachnid deceiver. Therigal can take a long time to finally spawn. Unlike the drachnids, Therigal does not aggro.

This guy has no fraction hits. Hits pretty hard, but spordically, around 1500 a hit.

Not invisible to tracking. Was able to track from opposite side of zone. It's one of the rarest spawns in the zone for hunter.
