Hafta thank Deloehne for his instructions on which room to go to. Spot on. After having killed the cycle several times and seeing where he was spawning up, the loc is POS 784 by NEG 522. Hope this helps.
Ok an update on this. The issue is - that after apparently each patch the spawnable mobs in Stillmoon change. I have never seen every spawn point active.

Here is the thing in stillmoon there are multiple spawn points in the area that stoneskin spawns. He has ONE PH. however after each patch that PH will not always spawn. I don't know if mobs get stuck in the world or just get a random spawnability. I don't know any other zone like this - but it may be possible there are other ones like this that no one really hangs out in.
REGARDLESS - the way to see if stoneskin is spawnable is based on if Stoneskin's PH is up. you have to kill ALL of the flying drakes in his room and then invis up and watch the spawn point for the 19 minutes while the spawns reset - if a drake doesn't spawn at his spot then he will not be spawnable no matter what you do until the zone is reset either by server crash or patch or whatever. normal killings of mobs will not make stoneskin spawnable no matter what if "HIS" PH is not popping.
This MoB is rare as heck. After a server up i killed his PH probably 20 - 25 times and he popped once.... dropping the crappy belt of course. Durign that time Jadewing popped twice with much less PH clearing... dropping the crappy mask both times, of course.
I cleared the room described in this thread over 30 times the last 2 days. 0 spawns.
Apparently this has happened before. Several odd theories about.. killing other named in the zone may get him to spawn or AEing on his spawn spot because the PH "fell below the world".
I petitioned about it but no response. A guide told me to "try killing in the surrounding area" but I have cleared the entire north-east part of the zone several times. Frustrating for sure.
Dropped him two days ago. I can confirm the following:
1. Location. The spawn point is in the first big room if you go through the room with the spiral staircase and follow the hall to the right. He spwans between the two doors to the right as you enter the big room.
2. There can be a see invis laborer model in that room, but normally this is not the case.
3. The PH is a stillmoon drake.
4. The spawn time is closer to 20 minutes than 22.
5. He casts Tash and debuffs. Rarely heals, summons, does not hit for all that much and iirc, runs at low HP.
I managed to single pull him with my 70 ranger with no issues. Beat him despite pulling my favorite trick: pulling while only having buffs loaded on both ranger and cleric bot. Effectively it was a pure melee fight with Entrap aa, and the cleric healing. Lasted a few minutes. Would have been much faster if I had the right spell set loaded.
I spawned him in the second pull cycle on the PH, and he dropped the aug right away, so other than that I cannot confirm spawn rate and drop rates.
Edit: Added info on casting and the following:
In 39 kills, it was the PH 30 times, SS 9. Of the 9 kills, the aug dropped 3 times and the Kirin belt 6. Once nothing dropped, once both dropped.
Solo'd this mob today. 68 Paladin 224 AA and only high end Luclin gear / Mid POP gear. It took about five minutes and had me down to 40m w/ kei & HoV. Dropped the Imp. Healing V aug! Very nice addition. Mob is located in first room off of the right tunnel from entrance.
Got Stoneskin to pop today - go into the temple straight through past the staircase and hang a right follow that all the way down till you enter a large chamber with 2 small rooms on the right side, in between those doors spawned Stoneskin... had the belt
he is located in the north east area of the zone. run in past the staircase and follow the hallway back along to the east/north and camp in one of the small rooms and pull to there.
take a decent group or drood/wizzy for evac's, there are gaters and getting adds is pretty common
I have the augment from Stoneskin on my cleric but wanted one for my necro, but folks telling me he hasn't dropped it in a couple months? Anyone seen the Healing V aug drop more recently than March 2005?
Necros, like me, want it for boosting life gained from taps, boosting pet heals, and in boosting our DoN spell... which gives us a targetable, stackable, instant-click healing item at 1200 a pop. Add in our critical heal AA's with focus, many a beaten healer or enchanter will be rescued from death by our instant-heals of 1440-2880 a shot. We're not healers per se, but manipulators of life force and always versatile.
