Where the Human Merc vendors are, find those (around the corner from the Priest of Discord as mentioned).

Pretend you are one of them, then look to your left :p

When you go up the stairway to the library, as if you were going to the Priest of discord. Once you get on the courtyard level,turn right and just past the doorway to the stairs, look to your right. He is standing in a corner and you could easily miss him.

When I said return, while having my "Enlightened" title from Epic 1.5 and wearing epic 1.5, I got:

Kraylor Nalsiv location is +275.00 +708.00 +3.75 in the PoK, just NE in the Library Courtyard.

Kraylor is he epic title quest whereas you are able to keep your epic title even upon death.

Kraylor Nalsiv says 'Greetings Ironshaft! I've heard tell of powerful items unique to your profession. If you happen to come into possession of one [return] to me and tell me the tale behind it.'

You say: "return"
Kraylor Nalsiv says 'That is truly a wonderous creation you have. Congratulations on your triumphs! I see great things in your future. Return to me should you aquire more powerful tools of your profession.'

This is the text spoken from not having an item or having the title already given to you when you say "return":
Kraylor Nalsiv says 'Hmmm, it doesn't look like you have any items I haven't seen before.'
