On my map, there is an area where it is green (brewall's). I found the fast moving bear when I was below at water level. I can't say about a slow moving one being a ph, because i finally caught up to that =squirmy bear cub and killed it. Less than 2 min later, had the skulking gnoll. He was not fast moving. I stood at 656.53, -323.66,41.01 and looked dead south east. This is an area of multilevel areas. I waited there for the fast a bear cub, nuked it when I saw it so he couildn't get away, and waited maybe 2 minutes? or so ? Maybe 5, but not long at all. An npc ran past me and then back ...and then the skulking gnoll seemed to come from behind me . He was just normal speed walking and got him, too.
Popped a faction lock potion, went into the caves and killed this guy about 40 times (seems any roaming bear cub can spawn him) and he never dropped the gnoll paw mentioned in Corun Finisc's Gnoll Paws quest. Seems like a broken/missing item or very very rare. PS - If the ph is a normal paced bear cub the skulking gnoll roams at a normal pace. If the bear cub that spawns him is the super speedy one, the skulking gnoll will also be super speedy

I made the skulking gnoll spawn six times yesterday by killing the running bear cub then waiting for the gnoll to pop on track. It never failed. The paw never dropped, though. Not sure what the actual drop rate is but I can tell you that it is worse than 1 in 6 tries for sure.

There is a bear that runs really fast inside the bear cave. If this gnoll runs really fast, then you may have to kill the fast moving bear to get him to spawn.

This guy is part of the Gnoll Paw quest that Corun Finisc gives out. However, I've spent hours in the caves, and never seen the skulking gnoll. Has anyone seen him lately? I suspect he may have been pulled from the game, or is so rare that this quest is a waste of time.
No quest associated with this guy as far as I can tell. He is basically a gnoll pup with a different name, same warcry, faction hits, and same ease of killing. This is NOT the "Gnoll Poacher" which spawns here and is mentioned by one of the ranger guildmasters. He paths approximately the same as "a poacher." Loot the three times I killed him was a cloth cap the first two times, nothing the third.
Addition from edit: This guy moves fast. I didn't include that info in my original submission because I thought it was a bug, but repeated kills and pursuits has lead me to the conclusion that it's programmed. He moves at least at SoW speed, possibly faster. It's possible to catch up with him because he stops for turns, but otherwise it would be difficult. Easiest to just hit him with an arrow rather than try to line up for a melee swing. Loot continues to be ordinary cloth caps.
