Stone Key Doing greenmist step 7 I camped those guys. Took me 11 cycles to get the 2 keys and the necklace, so about 3h30 total.
The drop and spawns were as follow:

On a cycle I got both the penmaster and the penkeeper but as you can see the penkeeper seems a lot more common (small sample size though)

For anyone saying they have only one spawn location, that is incorrect. First one I saw did spawn by the ramp, but the second, about 15m later, spawned in the middle of the room.
I got a Steel and then an Iron Key, and I hate this camp so much.

Oddly enough this mob is dropping an Iron Key in the goblin caves in the SW part of FM, on Agnarr, as of this date. I've seen both the penkeeper and penmaster spawn in the cave with the Enslaved Iksar and Iksar Slave. The one thing that has not dropped is the necklace 'key'. Still hoping. Otherwise I have to go to Droga to look for it. It's hard to keep this all strait between TLP servers of a given vintage and Live. But on Agnarr which is PoP locked, this dropped.
Currently not spawning on live servers will be fixed per the 1-20-17 test server patch notes

I've been in these damn caves in the FM on EMarr server next to these Iksar slaves for days!! And still no sign of this guy? I've killed the Penmaster over 30X WTF?! Anyone have any suggestions? Going on day 3 now and I am beginning to think he does not exist?

I been camping this all day on Rathe and have killed about 10 penmasters without seeing one, looks like either something has been changed or it's messed up atm.
After some research I came across this page https://dgcissuetracker.com/browse/EQ-331. Check out comment at bottom, it seems like this is probably broken and has been for a while at least.

I am camping this guy atm. He will only pop at the 1 location, there are placeholders, and the timer listed here is wrong. This particular location has a MUCH longer spawn timer than the rest in the caves.
I killed the taskmaster ph at 10:52am today, it's almost been an hour and no sign of a repop at that location. so this one will be a long camp. I do remember something like this when I went for my Greenmist years ago. I am currently working on Whistling Fists. As of yet I have seen no Penkeeper, but I am watching the spawn point. If you are against the wall, with the slaves on your right and doorway on the left. the spawn location is indeed to the left of the penmaster's spawn location. Now, the Penmaster's spawn location is on a 20 min timer, just so you don't get them confused. In this room there are also 1 roamer and 1 stationary spawn. the roamer goes from behind the right slave to the doorway and the stationary is about 20 feet in front of the left slave location. Neither of these will pop pen master / keeper.
For those that do not wish to have faction hits with Cabilis, if you need to pop the enslaved, attack the current slave in that spot and let pet / merc fight it, you should FD immediately. Once your enemies have forgotten about you, just wait until the pet/merc kills the mob before standing back up. This trick usually works to make sure you get no faction hits at all(some instances where it doesn't, very rare).

As of 2/27/2016 on the Time-Locked Progression server Ragefire, a goblin penkeeper spawns in the Droga jail area, in a cell by himself behind the fake wall next to a goblin interrogator. If you're doing the Greenmist quest and looking for penkeeper in Frontier Mountains on RF, you're in the wrong spot.
Yep, I can confirm this is the same on Phinny as of this date. There are 2 locked gates to get to him. Shrink or otherwise get past them. Then into the open cell, turn right and through two fake walls to get to him. Spawn time seems long, like 10 mins or more, but at least you can kill other gobs for chardok faction, skins, and salts. He can drop any one of his keys and after 10 or so kills I still don't have the stone key :(.

This guy is on a 20 minute spawn cycle.
Also, I'm pretty sure this applies to all the spawns in this goblin cave system..

A goblin penmaster also spawns in the Temple of Droga on Al'kabor. He spawns at the back of jail cell on the right facing in.

Finally got my stone key of this bozo. Then I happily rush to Droga with the coarse needle and my illegible tomes, go down to the jail cells where the wheel is try to open the cell doors and get the door is locked and your not holding the key message, try every key I have but every time I click on the cell door I get asked if I want to drop my key on the ground >.<
Use shrink to bypass the doors, go to the wheel click it...you have been disconnected to character select screen. Happens every time I try to open the container so forget Greenmist!

anyone know what the An Iron Key is for?
Ok after 7 hours camping this room no spawn so i decided to bring down my chantress and clear everything. first time around, POP here he is. Dropped a BRONZE key, which, after trying to turn in everything, is the WRONG key, he must drop 2 or 3 keys. Joy. back to the drawing board i get to do it all over again.

I just wanted to add here that this guy is not a static spawn like the penmaster. He has a placeholder which is the spawn nearest to the ramp down into the cave. Furthermore upon killing him for the first time I learned that he drops different keys. This time he dropped and iron key. So not only is he an uncommon spawn but he might not drop the stone key when he does spawn. Hope this helps clear it up for anyone. His location is -2125, 1715...
