The skeleton monk is in the same room as TEMPUS, a SK. You get to the room if you jump down into the water where the spiders are right after the slippery passage. Look around a bit and you will find the room. Tempus was non aggressive to me once I entered room, but he DID get aggro once I attacked the skeleton monk.

the mask is ALSO for the wizard Acumen mask

Skeletal monk drops the glowing mask, a quest item from the Enchanter Incandescant mask quest. Froglock Scryer also drops this quest item.
