Been killing this mob solo trying to get a tongue. Killed him at least 50 times with not drop, which means nothing I know but I thought I'd post it here.
Since the patch on 6-13-06 he has a Cheal now, so load a stun.

If your a dot class....ranger/druid/etc... dot yourself with your lowest dot.i use flamelick (3 dmg per tick )

Unfortunately flame lick would only work if your standing regen is under 3hp per tick. You would need a dot that damages you more than you regen. Using a higher level dot will work better.
This is PH for the named officiator that drops keys for BIC quest.
Either a chanter or necro mob as he mezzed the paladin who pulled him while I was medding. I had sicked pet on for extra dps to help him out, and he sent me a tell saying he was mezzed (meanwhile pet is getting stomped). Definitely has mez ability.
FYI pally was 65 and pretty dam uber, Id GUESS his MR was about 200=250 unbuffed.

Pretty easy mob actually, he will try to mezz at around 25% hps, I've killed him atleast 50 times and never seen him try to mezz except when he gets to around those hps. He does cast that nasty snare all the aneuk types have.
As for the mezz it hits me about 30-40% of the time and I have roughly 150 MR, so I think your pallie just got unlucky. Anyhow though this guys dps isnt very impressive shouldnt be hard to tank and kill

I'm a 59 bard, and these guys were conning dark blue to me every time, so definitely not level 60.
Blue and sometimes even light blue to a lvl 70 which means this mob can be as low as lvl 53.
