All the ones I have killed in the SW part of the mines have been blue to my 52 enchanter.
They hit for up to around 141, compared to 113 for the subverted and 125 for the crazed miners. I would guess that these are around level 48-50.
They also drop vendor loot such as the normal broken skull weapons, worn belt buckle and broken skull ring.
I also looted one high level research component (rune of flash).

Drops Torgiran Shackle Key EVERY time I've dropped one.
The key is part of a quest to get to fight the Overseer.
