There seems to be a healer next to him most of the time. If you can't pacify then just root the cleric and pull Archon G'vin out of the building a ways so he does not get heals.
He's rootable too, so you can root and dot all you want.
In the last 3 - 4 weeks i camped 3 Tier 4 named in Hate. I did at least 40 - 50 spawncicles, and got this mob popped just once. got 3 times Arch Lich, and twice i got Arcanist v Gimis. right now i have marsinger 3 finished for my chanter and she has Applications of Suffering as the only item of the 3 needed for marsinger 4. I got this item lately

So i have to espect a boring long camp to get my 2 missing pieces.
My second time in the new hate last night and my group was some friends from an old guild I had been in. 59 monk, 61 ranger, 61 wizzie, 62 cleric and me and my bot (65 chanter + 65 druid bot).
I pacified her room, pulled her with tash, mezzed her once she was outside with the group. Kept her mezzed while I mana sieved her for a few minutes (to be safe). Then I rooted her, slowed her, and mem blurred her (with a clicky or I wouldn't have bothered.) Without her mana she was easy. I chain cast smaller heals with my druid and kept mana sieving her throughout the fight.

Allow me to disagree here, casters mobs are way easier than pure melee ones, for a magician & his pet(s) at least. Damage casters can deal with their spells (ie. root/debuff/ odd nuke) is far < to what they can dish straight meleeing your pet: a PC (tier 3 casters hit for 480ish IIRC)
