apparently she is not always up. her PH can be a kobold, perhaps a little above her normal spot.

well, she finally popped AND the kobold was there too.
so, maybe she just has a long respawn timer.

where is the windmilss
Head to the windmills. Before you get there veer off the path to the right. she'll be surrounded by 2 or 3 bodyguards.. Harmony or paccy would be nice to pull her.. :'(
