Mr. Highmoon now responds to hails. If you are level 66+ He will respond with "Hail Merck. I got a tip from one of our patrolling guards that they saw a meeting in Lesser Faydark between the Teir'Dal and Vampires there. Perhaps you should check it out."
It appears that Guard Highmoon has been working out and drinking his milk.
He now cons even to a level 50.
MR is super high (as appears to be the pattern with guards in general) and triples for ~175.
