He still spawns in the corner of the tavern at neg 121.26, neg 491.81, 8.31.

How Often does this guy spawn?

Ok been camping this guy for awhile here is what I know.
He spawns at The Tavern (it has no name that I know of)it is the bar closest to the Gunthak zone.
His Place Holders are High Seas Assasins in the bar and on the deck surronding it.
He does drop all the loot listed. Sleeves are rare though.
Everything in the bar is Light Blue at 58th except him (he is dark blue), there is one wanderer that passes the bar ocasionaly and he can sometimes be dark blue.
There is one stationary mob near the spot I pull to(strait out the front door) but he has a tiny agro range( you have to basically be in melee range to agro him).
Loot here is awesome with gems of all kinds dropping even blue diamonds.

I don't have an exact loc, but he was to the left inside one of the taverns when we found him. Just FYI.

This mob drops Bundle of tiger whiskers. (charm) as well as the coif of the shadowstalker (head)that I have seen.

dropped from this guy... easy takedown with a 55 druid and 51 monk duo...

Just dropped him today with my 55 druid, (had KEI, pot9, and form of the howler). Saw him on track, went into the tavern, he was asleep in one of the rooms. Harmonied the two barmaids that could possibly agro. Piece of cake, didn't cast, Winged Death and Breath of Ro, a couple recasts, broke root twice and he was done. Dropped the sleeves, nice.
