Dropped the Zraxthril Splinted Cloak for me also, should add it to the list of loots for the mob :p Pretty nice cloak :)

Killing any of the mobs on the right side of the bridge (coming in from the Gunthak zone) will give you a random chance to spawn this guy.
He's spawned on top of us twice, once after we killed "a soot covered miner" and once when we killed "a shrine bruiser".
He does drop occasionally drop Zraxthril Splinted Cloak in addition to those crappy shoulders.

He dropped Zraxthril Splinted Cloak for us. Weird thing was he just JUMPED us at the Gulf zoneline
This guy spawns in the room with all the vehement and furious guys by killing these.
