Curious where this lives? I only see new spawns when theres like a patch, hardly anyone goes to T mines.
Loc ... sorry dont know but he did spawn for me in the mines.There is a tunnel with 6 or so little rooms off it.Vague I know but it is the best I can do.Near where the overseer and his captains live.He popped in the end room for me.
