Don't know if he has a single PH, but when I saw him, he'd spawned at -1490, 1715, which is in the east side tunnel leading up to Xuxl's door.
In addition to the Huntsman's Cleaver, he dropped a spectral parchment.

I found this guy on the Xuzl wing of Sol ro. For me he spawned by the lava, though the screenshot shows a different location so I suspect all the mephits in this wing are potential PHers.

Pumice Collector is an enchanter. AE tashes and will charm as well. Weak hit points compared to other mobs in this zone though.

This mob also drops Glyphed Rune Word and is easier and more likely to drop than Mini's in BoT.
