Just a piece of advice, if you are going to get the newbie item again....find a monster that doens't hit you hard, but has a lot of exps...the exoneration goes a whole lot faster that way.
Ok so my monk just started doing these quests and I realized I destroyed my note. I made a noob monk and turned in my note and then turned in the shackle of dust to raska. raska gave my noob monk the shackle of stone just for turning in the shackle of dust. I am going to turn in what I have anyway it may be some sort of bug.
You wanna know what these shackle get you? I have a shackle of Tynnonium 12ac 10str 10sta 10agi 10SvM 25hp, good enuf for ya?? With this you can get Whistling Fists 12dmg 20dly 5ac 10str 10sta 10agi 10dex 5Save vs all 50hp. Both are 0.1 weight. I think i said enuf
create a new monk log in and hand over the shackle of dust then log out and hand in the rest of the stuff with the true monk and he will give it to you
There are a couple of different ways to get back your shackle of dust.
One method is to multiquest the item that needs the shackle of dust. You (or a friend) create a new Iksar monk, get him his shackle of dust, and have him turn it in for you. Then you turn on the rest of the quest items, and you'll get your new shackle. They are in the process of killing multi-questing for a number of quests though, so this method may stop working.
The other method is to perform the ritual of exoneration. This is a new quest that was recently added to allow you to get back lost newbie items. Hail the various masters in your guild. One of them will ask you a question like "Do you still have your <newbie item>" or "Have you lost your <newbie item>" or something of that sort. When you give the appropriate response, they will hand you a book to take to the toilmaster. Take this book to the toilmaster, and he'll give you back another book that explains the ritual of exoneration. Read the book and follow the instructions. The ritual is appropriately painful and tedious to do (as it should be, after all you lost your newbie item), but when it's completed, you can get back your shackle of dust.
I've gone through the ritual once with an Iksar Shaman to make sure that the whole process works. I did in fact get back the newbie cudgel for the shaman. The ritual is the same for all of the Iksar guilds to get back their newbie items, so should work fine for getting the shackle of dust.
You cannot get the newbie item for the wrong class, for instance a warrior cannot do the ritual of exoneration to get the shackle of dust.
The fact that they've added the ritual of exoneration suggests that they are planning on taking further steps to disable mutli-questing.
I've gone through this entire ritual with my Iksar monk, and it's a pain in the butt. Still, it works and you end up with your newbie item again.
Another thing to note thanks to this quest being there: You can now easily pick up two bracers, if you want. While you can't have two of the same bracer at the same time (since they're LORE), you CAN have one on one wrist and one that's one level smaller on the other wrist (like Stone on one wrist and Clay on the other).

I saw this happen to countless monks when kunark just came out because many of the iksar were twinked early, meaning they didn't have use for the dust one and got rid of it (just like many people get rid of their guild tunics).
