These plans along with three other sets go to rilca leafrunner at the campfire outside of Surefall Glade. Watch out for the courier though he still cons red to my 15 ranger and i here he is lvl 40 (not sure). Take some high level guild friends, or about 4 10-15 level friends and you should take him. Just watch out for him bringing a train on you!

gnoll courier spawns every 30 minutes at the top in the entrance to bb from q hills 30 mins appx 24 hour span is 5 mins earlier per day..
Guard Beris, the Corrupt Guard at the south end of the lake in Qeynos Hills, just dropped this item. Very strange, and very rare, as I kill him all the time.

OK, Let me clear some confusion (because I was confused too). I just completed this quest after many sessions in BlackBurrow with my lvl 15 Froglok Shaman. Here is what I learned:
First: The Blackburrow battle plans are NOT for the Club of Gnoll Bashing quest. (Not sure what they are for yet, but that doesn't matter here).
Second: ALL of the items you need for the Club quest drop from the Gnoll Courier.
Third: The proper items for the Club are Marching Orders, Invasion Plans, Qeynos Hills Area Maps, and the Encryption Key (which looks like a ring)
And some other tips:
*If you kill the Gnoll Scout, the Courier will spawn within about 5-10 mins.
*The Courier is not fast, but he goes directly from his spawn at the Qeynos Hills zone to his "burrowing hole" at the portal to Jaggedpine.
*Don't attack the Courier unless you're sure you can kill him. He cons indifferent to everyone, so there's no need to run from him. He doesn't assist other gnolls either.
If you see the courier shout or ooc the zone to let somebody know. Most likely somebody wants to kill him. And if you can kill the Courier, go ahead and give him a good whomping. Then ask if somebody needs to loot him. All the items are Lore, and the Club is 1H Blunt. So if you can't use it or you've outgrown the Club, let one of the noobs get their Marching Orders or Area Maps, etc. so they can get their Club of Gnoll Bashing. It's a great Club for 1H blunt attackers, like the Frog Shamans, and the Half-Elf Druids.

its a quest item, Talk to the NPC warrior outside of SureFall Glade, its her, i dont remember her name, but she's dressed in all silver plate armor, :), You have to give her the plans.

The quest for the Gnoll bane club does not need these, given to her resulted in her givin them back the items she needs all 4 of them drop off the gnoll courier

I still cannot find what this is for Iknow you dont give it to the girl by the fire in Qeynos hills she gets the invasion plans and three ohter items

At this point I can only assume this but lets see if others can help too. There are more Gnolls in the new land of Jagged Pines which are not the same faction as the BB or Paw Gnolls, they con indifferent to me where the other are worst posssible faction. There is an oracle there you can talk too, there may be other gnoll guardians so to speak in JP. Since there is a portal in BB and SFG that leads into JP, I wouldn't be surprised if somone in JP gets these plans. Just a guess though, maybe someone who has explored there more can shed some light.
