so what does it take to get this ifoe corrected here?.. would be even better in magelo could get it right .. i have screen shots of it maxed with the stats i listed

Not having the charm power adjusted properly is a known problem. If anyone knows the formula used to calculate it, please send it to eqteam@allakhazam.com.

I've never seen it with the stats listed, and on zone in it's very weak:
29ac, 455hp, etc... then after a relatively short time SHAZAAM 72ac, 950hp, etc...
It degrades slowly over time if not moving.
Choice Kiter Gear, but if you are taking all the time... Toss up between this and other charms, probably leaning toward MMM Steamgineer's Trinket of Station.

This is another charm with silly limitations. It does increase to 950 as you move through a zone, but if you stay in the same area, it lowers again to starting stats. It's a great charm for kiting, but not for most players.

Anyone know what the stats are based on?

max stat are 900 HP 72 AC +10 heroic. (that is at elast what is displayed in game for me ... and yes without augment)
Min stat are 40 AC +5 heroic and (roughly a bit more than) 500HP/MANA
