Just a guess but skill modifiers are probably how they intend to make Velious-type tailoring items cheaper/more accessable to more players. I hope to see bigger boosts on new items soon

well, where jewelcraft is just a bit costy to raise, tailoring is a pain...
say, a +5% tailoring piece would rock =)

Check out www.eqtraders.com recipes, then Luclin recipes.. down at the bottom you will see that there are tinkered items for any skill that give 5% increase, but to tinker these you need 180+ skill. Ouch! Those are gonna cost a lot... but maybe rebreather prices will go down :)
