I did not know checking proc level the way you mentioned. Thanks !

Does this weapon proc at lvl 65 ? Also how can I find that sort of info (proccing lvl) ?
Click the Lucy link, then the Raw Data link on the lucy page. Look at Level1 for req. proc. level, and efflevel1 for effective casting level. From the https://everquest.allakhazam.com/wiki/EQ:Lucy_Item_Definitions page:
efflevel1 Proc Integer Byte 0=Effect at max level for the spell; 0<>Effect cast as the level specified.
and
level1 Proc Integer Byte Required Level for the Proc Effect.
If the display (Alla or Lucy) doesn't show a req. level for the proc, then there is none, otherwise it will show whatever non-zero value that is in level1.
Example item of 91 req level to proc at Numinous Nimble Symbol of Compassion.
