this cloak also drops in the tower off of "a siren coercer", a named mob that spawns in place of "a siren enticer". they are far easier to get to than Mistress Latazura, and easy to kill for a mid 50's group. the cloak seems to be the rare drop, i have seen 2 drop in about 7 or 8 kills.
1/12/2011 just got another cloak drop on coercer today; this is unusual because I must have killed more than 40 with no cloak and now 2 in a row... 1/13/2011 cloak of seacaller again - 'a siren coercer'
3 Cloak of the Seacaller in row on 'a siren coercer' after not seeing one for months/years...
Ok, finally got a reply on another board so I will share the Info =)
Mistress Latazura Level 63-65 about 100k+ hps Quad's max hit is 375 She is a Siren Enchanter and is not slowable. She spawns in the siren building with 3 bridges leading into it... fairly close to zoneline.

This information was kindly provided by Annihilus Maximus on the Saryrn Tavern boards.
I can confirm the MOB that drops this, listed above.
Late at night, a very kind Shaman called out in the market channel on Inny server that one of these was rotting with 18mins on the timer, and for someone to come get it.
I got it. Only cost me a death, and the shammy dragged my corpse to zone.
Compared to a Heiro cloak...it is very very tough to say which is better...today. The HP on the Heiro are tempting, though. And, really, a lot of gear is very situational at the high end.
That said, for me, with PoP offering the chance to raise stat caps and base stats even more using AA...I would go for this cloak, even if it cost more than one mad dash to SG and a death. ------------ Thank you again, Grim. You sir, are one of the Good Guys. :)
edit - ah to be able to actually type. edit2 - ARGH!
What do people think about this vs heiro for a higher level int caster? Since +int (or +any stat really) isn't a big concern, and mostly it's just mana, hps, resists... We're looking at Heiro as 75 hp 75 mana, vs Seacaller at 65 mana and +3 all saves....
I mean.. even if there was no better resist gear for whatever resistance mob you are fighting for back slot, would you give up 75 hps and 10 mana to get +3 to the resist you need?

Mystic Cloak: +8 AC +5 Int +5 vsMg Cloak of the Seacaller: +10 AC +3 vsMg +3 vsFire +3 vsCold +3 vsPos +3 vsDis +65 Mana (and +8 int too but allakhazam hasn't listed that yet).
A very very nice non-planar upgrade. So knowing Verant this probably drops of boss mobs in Siren's. And this Seacaller bit? Mages and wizards get to call the sea? What - names?

What a very nice cloak. +65 mana would be great by itself, if it had no other stats. Also, it's not monk equippable, so the "oh, look 0.0 weight, its a monk item" debate will never surface. Anyone know if there is a wis caster version of this?
Kindly don't bash the entire monk community for the posts of a VERY small number of us.
Even if this was monk equippable, there's a good half a dozen back-slot items that are better for monks than this one. 0 weight does not automagically make an item something a monk would use, even if they could.
