This augmentation is given by McKenzie the Younger in the Mines of Gloomingdeep as part of the augmentation tutorial. The bane damage is vs. kobolds.

Note that its only slot is Primary. If you eventually decide to move the augmented weapon to your off-hand, you will need to remove the Steatite Fragment to do so.
