A high CHA makes it harder to fear things, whereas a low CHA makes it easier. Since your SK is apparently about as repulsive as PCs can get, making things afraid of him shouldn't be a problem.
In experiences with my bard (level 34 now) Charisma has absolutely nothing to do with fear. With all of my gear on, I have a charisma of 154. Without my gear, my charisma is 90. I've tried fear/chain kiting with all of my gear on and just bronze. I noticed no signifigant difference between them. I tested this on Sarnak Recruits in Lake of Ill Omen of relatively the same levels. I did several tests (approximately 10-20) with each set of gear.
Therefore, I believe myself somewhat qualified to state: CHA HAS ABSOLUTELY NOTHING TO DO WITH FEAR
I still disagree with people making statements about fear spells and cha. From my experience, fear works just as well as when I had low and high cha. Why? Fear is based on a person/mobs MR since it's a spell, and the level difference between the caster and the target has a large effect aswell. Instill Doubt is the only skill that I believe fear wise is based on lower cha, since it's not a spell and a skill, and needs some sort of check to make it fail besides just the skill value.
Does anybody else remember the old roleplaying games? Do you remember how they laid out all the rules and guidelines? Example: Fear is based on CHA and level. Normally we had the number of sides of the die to help determine success. 1d20 LOL remember that? Anyways, why can't Verant just release us this kind of information? I am real tired of GMs saying that we need to find out on our own, Jimminy Crickets, aren't we paying 10 bucks a month for this game. You know one of the first thing all these GMs did when they achieved GM status was to find out all the "secrets" and pass it along to their online friends. /shakes his fist at Verant and screams an obscenity

Paladins get root (which uses CHA) and use wis for mana...Druids get root (which uses CHA) and snare (which i can only guess uses CHA). Rangers use WIS for mana and CHA for roots (and snares). Shamans are ugly to begin with and could certainly use the CHA boost (not to mention the 6wis boost, heh). but i suppose anyone in dire need of a faction boost could use it...no AC on it kinda sucks though.
Root is similar to both fear and charm spells, as it affects your target's ability to move. Fear and Charm spells are based on CHA (yes, fear spells require a good charisma score, not a low charisma score...I have tried both ways). Its the same with snares. The score only has a minimal effect on the success of the spell, though. Resistances and levels are a much more important factor, but higher CHA will never hurt a snare/root spell. :)
and my my cha on my druid is down to 77 cause of the paw and my root which druid roots suck anyway will stick almost a minute even with that low cha (Note i am not the best speller)
I agree...not jumping down your throat, but I've never heard of that. Hopefully someone can post some definitive proof that this is so.
And I'd agree that for a Shaman (of any race) this would be a pretty nice neck piece, but not too sure if a Shaman, who is at the level needed to get this, would wear it. My lowbie shaman would, even if she does have her Initiate Symbol.
nice for druids...i've got one...helps with charms and loot selling not to mention 6 wis on neck and if ever you need faction upped for a single time on a quest it may just come in handy there too
