Sadly, I'm thinking that it's an aptly named item - it is rather dreadful in what you get for what you've gotta do - I don't even think I'd use this thing to twink with.

After finding Azzar's Hat he gives you a second quest to make your own Dreadful Hat. This pelt is one of the items required.

I looted this off Bear Paw when the Warrens opened. I'm keeping it until someone finds out what the quest is. Any ideas?
