You are absolutely correct! 100% haste would mean that you attack twice as fast. There is a speed cap on weapons and no matter if you had 1000% haste, it you would still attack no faster than the weapon speed cap. There is also another cap on haste which is said to be 81% under level 50 and around 100% at level 50 or above. So the balance is between the weapon speed cap and the actual haste cap with the weapon speed cap being the ultimate low that your delay can be on any given item.

So, lets say the weapon (melee cap if you are a monk using hand-to-hand) speed cap of 10, then no matter what, the fastest delay would be 10 no matter how much haste you could possibly get.

Example 1 - Lets say you have a weapon with a delay of 100, and lets assume that the weapon speed cap is 10 and the max haste speed is 85%. What would be the lowest possible delay on your weapon?

a) ~8
b) ~10
c) ~15
d) ~54
e) None of the above

If you said 'a' was your answer, you would be wrong because the weapon speed cap is 10.

If you said 'b' was your answer, you would be wrong. The flaw in most people logic is in assuming that the realionship in the numbers between Delay and Haste are one-to-one. You have to find the relationship between speed, attacks, and delay and set up the proper ratio. This is the first law of math. Your mistake is like adding 3cm to 1ft and saying that the total is 4cm or 4ft. You have to convert the units.

If you said 'c' was your answer, you would be wrong. We are talking about hitting 85% faster and not reducing delay by 85%. There is a difference. Being hasted means you go faster. Specifically, you attack faster. There is a relationsip between haste and delay, but it is not a one-to-one even relationship.

If you said 'd' was your answer, you are correct. What is 100 delay actually? What does haste mean? What is the units for 100 delay? Think about this: A 30% discount means the price is lower by 30%, right? So if something cost a dollar and you had a 30% discount then it would cost $.70. 30% more means that if you had 100 jellybeans and got 30% more you would have 130 jellybeans, right? Likewise, a 100% discount would then be free, but a 100% raise in price would mean that it now costs twice as much.

So in this scenario, you have to do the math in two parts and remember which direction we are going; more or less. Haste refers to more (quickly, attacks, etc.) and not less, but there is a relationship with haste and delay. You have to set up ratios to illustrate this relationship properly and to keep the units straight.

You get one attack every 100 segments, a ratio of 1:100. If you are hasted 85% then you get 85% MORE attacks which would be 1.85 attacks every 100 segments, or a ratio of 1.85:100. (Do not confuse the 85% haste (faster) with a 85% less delay (discount). Remember that you are 85% faster and not reducing delay by 85%. There is a difference as I illustrated above.) Now we have a ratio of attacks per 100 delay. To find the actual delay for 1 attack at this new speed, you compare the ratio and do the calculation like this:

1.85 attack(s)/100 delay = 1 attack/X delay

(where X is the delay we are trying to determine.) Solve this by the old cross multiplication method you learned in math a long time ago.

If you do the calculation you get 54.05 segments. So this would be the correct answer.

Damage can be looked at similarly. If you have a weapon that is 25 damage and 30 delay and are hasted 85%, what would be the new adjusted damage to delay on the weapon. Again, lets look at the math:

1.85 attack(s)/30 delay = 1 attack/X delay

X = 16.21621... or ~16 delay

so,

25 damage/30 delay becomes 25 damage/~16 delay when hasted 85%.

85% more damage would be calculated similarly

25 damage + (25 x 85%) damage/30 delay = 46.25 damage/30 delay

So since the actual damage of the weapon does not change and is constant but the speed does change,

46.25 damage/30 delay = 25 damage/X delay

X = 16.21621... or ~16 is the new delay of the weapon due to haste.

This is how you are supposed to calculate the Haste on items and its relationship to damage and delay.

41% haste on a 11 damage 18 delay weapon changes the effective damage and delay on the item to 11 damage ~13 delay (12.765957...).
