no it's not, doesn't say haste on it and it even has the slot 1, type 7 info so this is very acurate. The pic has not been taken very long ago so you can't say it's old.
Most likely your friend was referring to the other talisman zlandicar drops wich might as well be a haste item because it's the 1 and only turn in item for a 36% haste shoulder

Obviously this person has NEVER seen what drops in ST hehe.... i am DYING for that neckpeice so i can get a key for ST becuase that lungi of the forbiden robe drops there, and prismatic primal velium stuff drops there (procs avatar)
Was speaking with a friend of a reputable guild yesterday who said this item had 41% haste, swearing by it. More than a little skeptical, I thought I'd post here to let those who may have dealt with this issue have a shot at it. So what's the verdict? Haste item or not? Please only respond to this if you've tested it and know. The last thing this forum needs is more of the "I don't think that...." garbage.

No one is going to be allowed to random for this item unless they plan on helping their guild to conquer ST since ST is the reason for killing Zland/Kland in the first place. The other loot is ok, but the main reason for the raid is to move your guild into ST.
Just a passing thought here, as I turned in my key from Klandicar the other day for my ST key, I noted that the Zlandicar tailsman, unlike all of the others, is a Lore, but dropable item.
Hence it is theoretically possible to gain entrance into ST without ever seeing a dragon by purchasing such a said talisman. Your chances, however, I think are very small of finding such a talisman for sale in your local area.
Use of the item as a necktie -- very slim, unless everyone in your guild or list of friends already has a sleeeper key, and you have not found something prettier to hang on your neck.
By the time you can kill Yelinak, you are going to have another decent neck piece in your bank account. Turning this in for a key to Sleeper's Tomb will not cause much pain believe me. And at that level you can always go back and get another one -- but there are better neck items available at that level anyway.
Don't worry, you aren't going to kill Yelinek anyway until you are 58+ and belong to a guild with like 50+ level 60 players with good equipment. Your perpective on the game will change by then.

The best ac item that is tradeable is 12 ac, this is 10. Don't forget 60 hp and 9 sta. Here my level 1 ranger. This is the number one twink neck slot in the game, hell you can put it on a caster.

If anybody has completed this quest or has ACTUAL knowledge of the end product, please post us the details. From where I am sitting (from behind my PC of course, duh) this looks like a very strong item to give up. Just my 2cp.
This thing has virtually NO downsides... (cept if you need charisma lol) I'm not sure if ANY quest is worth wasting one of these, +2 to +10 on almost every stat, and then the hp and mana... If I get one of these things, tell ya what, I'll keep it and let the sleeper get some rest in that tomb of his... :) just my 2cp.
Ummmmm do yall even know what comes out of sleepers tomb? You would be dumb to pass up sleepers tomb, it is probably the best zone in all of EQ. Also hard as ****.

By the time you lay your hands on this you should well be on the way to Buying a much better neck slot ( well at least equal) key to ST is the true value of this, forget the sleeper, let him rest ( if he still asleep on your server, plenty good loot without disturbing him. Like anyone knows what if any loot the sleeper has. Maybe if he is ever actually killed a big TILT sign will pop up across all zones and all servers. GAME OVER
