If this is listed as a quest item, what quest is this related to?

I've been camping this guy for about a week off and on and he finally dropped the pouch today. I would guess after about 25 PHs and 5 Realists.

The Realist drops this as well

not sure it's so common any more...camped him for 7 hrs...spawned twice...neither time did he drop this...anyone know where else or whoelse may have it?

It drops off a froglok realist.

Specifically this item is located on the Froglok Idealist in Upper Guk. It is the common drop.
