Give it to your recruiter, be it Norrath's Keeper, or Dark Reign, after you win Calling Emoush. It is not part of the task but for progression. If you already did this once, the Glowing Stone Fragment is useless.
Loot the "Glowing Stone Fragment" from Emoush the Destroyer, and bring it to Commander Zaerr Ty`Dar:
Commander Zaerr Ty`Dar says 'Interesting that you continue to put yourself in harms way for the Dark Reign and survive. Lanys has authorized me to improve your abilities somewhat so you can continue to risk your hide for us. Talk to me again and if the Dark Reign considers you worthy, I will have more work.'
You have received a character flag!
You get 1-2 AAs and the Special AA "Tenacity of the Dark Reign" (adds 250 hp/mana/end to your base stats). You also receive your 69th level spell/tome.

Believe this is for our 69th Spell. And does this need to be turned into somebody to get spell or disk?

Turn in to Chief Aderi. To make sure you get a 69 spell, make sure you have done Sickness.
Well the npc(cant remember name) wants proof that you killed emoush, guess this is the proof. I also assume that handing this in completes your progression for tier 2 and thus gets you the spell and hp/mana reward.

Turned mine in, with everything done up to and NOT including sickness, just got the character flag that I turned it in.
So you have to have them both done (sickness & emoush) to get the reward.

Follow up to my above post, just finished sickness of spirit, and even though I had turned in my glowing stone fragment 3 weeks ago, I got my 2aa and 200+ hps.
We did this couple days again, the event. He dropped 6 fragments. I'm not sure, but maybe it is to be used with 1 fragment per group. However, for our raid, each one was randomed to any one who attended.
You can only bring 4 groups along, so a maximum of 6 People will get their rewards.
I'll do him today also and I will give the stone random between the people which had their progression at this point.
