Does anyone know if the focus % on this is cumulative with aa heal bonus (Healing adept line)?

i.e., with healing adept line finished, is 28% to heals, equipping this would bring to 68% bonus?

(base heal * 1.68)

Or does the percentage act on the already increased heal from healing adept line?

i.e., Healing adept is 28%, this adds 40% to the amount healing adept increases heals by?

((base heal *1.28)*1.4)

Reason I ask is one of our shaman with a 40% focus, healing aas maxed, casting ancient wilsliks, (base 2716), has gotten crit heals over 10k... which actually works on neither of those 2 equations, unless perhaps the various healing adept lines are not simply cumulative percentages, but act upon the previous new max...
