I was in PoK last night, and saw lambent stones on at least three vendors - folk hunting hill giants in rathe mountains tend to take the one stone they can have, then sell it to a vendor for a few plat - but it was really expensive from the vendor, over 20 plat I think. If you need one, go to Rathe Mountains and shout out you need one - lots of em rot because you can only hold one - folk will usually let you loot em no problem (assuming you're high enough level to stay alive).

are the lambent gem's nodrop?

Lambent gems themselves are not dropped off creatures. It takes a bit of work to get them, actually. What you need to do is to find the base gem (be it a fire opal, sapphire, etc.) from either an NPC vendor or from a PC. Secondly, you need to pick up a lambent stone. The easiest place to pick up lambent stones is in the Frontier Mountains off of the Hill Giants. The reason I say this is the easiest place is that there is a fort that is absolutely FULL of Hill Giants. (The lambent stone drops aren't exactly common, but they're not terribly rare either. Kind of in the middle, to tell you the truth.) You could always auction for the lambent stones, but people tend to squeeze us bards a bit. Usually they ask for about 20pp a pop. When you have the base gems (in this case 2 sapphires) and a lambent stone, take these items to Gardern and he will combine the components to form the lambent gem.
