Do you have to complete tier 1 armor before you can go on to tier 2? In other words, are these tier one glves required to get the tier 2 ones?

The two tiers are unrelated, save that the quest-givers for the different tiers are on the same faction, and the drops and minimum faction required for tier 1 are easier to acquire than for tier 2.

the rogues and rangers get better tier 1 gloves due to having useful stats on them, +7 Charisma is a jip. And dont tell me "by the time you get these you should have your melee stats maxed" because i DO have these and its pretty tough to top your stats with the new levels and AA when they give you +CHA on your class specific gear :(
