Just had one of these drop off a girplan architect at the Shardtender's camp.
I can confirm this drops from any trash mobs (dropped from a pyrilen guard for my group) in the statue camp. I won the roll on this nice little earring and I think it's not a common drop either. Everyone I talked to has told me they have never seen this drop.
Just had one drop last night on the Bertox server. I lost the roll though. Drat!

Just got one for my self last night this thing is so rare took me months to get it but well worth it ..

Done 120~ AA in this zone, seen this item drop twice, mask once, range once.

Can anyone confirm that this drops in the pedistle camp? (Pyrilen Researched/Pyrilen Summoner Camp) ?
That is where it dropped for me. However, it was not of a named. As the post below suggests, its a trash mob random drop, kind of like the earring of ethical uncertainty in RCoD.

it is a drop from a trash mob, can be any part of the zone off of any trash mob.

Focus effect is beneficial spells despite the item itself listing focus as detrimental
the reason its listed at 90% singing is because 19 converts to 190% which is 90% over the original 100% normal adjustment... in other words if you had a singing song that added 10 strength and then equiped this item you would then add 19 strength. allak's just doesnt list the 100% that is normally added. if an item is a 25 mod it will be listed as a 150% mod here even though its actualy a 250% mod.
it drops off any of the trash mobs in the fire areas and i would say its more uncommon than rare because i have seen one of these drop almost everytime i do a rift group along with that range slot that drops also off trash
