I got this off a Kyv in DS, on top of wall by NC zone. My point is this, it seems to be a random drop from many of the mobs by the NC entrance area. If you are looking for this, I suggest camping there.
i remember when the first time i camped in nc i got a very rare stone to drop,one poison aug blood of murkglider and murkglider skin.
I believe my point is this works the same,you will get stuff and other times you will get nothing at all.

To add to what Itsmeagain said, I have gone from level 59 to 62 with a large part of that either soloing or grouping in DS. I have killed literally hundreds of mobs there and in every part of the zone. Most near the entrance to Noble's. I have gotten almost every piece of Magnetized armor that drops there, almost every Flow Stone ( many more than once ), one Slugworms, and many other items but I have yet to see this item drop, nor have I seen anyone announce that they got it to drop. This item should be reclassified as, at least, Rare and in my humble opinion, as Very Rare.

Although this item is currently marked as common, i have been exping in the S.W. part of zone for 4 days (total of about 25 hrs) not seen this item drop off any Kyv's. If your going out specificly for this item, be ready for the long haul. I have had 3 of the M.P. 3 items drop for me though, seem to be very common off the newborn.

incorrect. FT items will stack up to 15, regardless of number.
apparently a while back FT items of the same number would not stack. this has since changed. you can have 15 FT1 items if you wanted (and could find them).

Dropped off "a kyv" just inside the courtyard heading into Nobles Causeway. Was the kyv that has the ukun beside him on your right before you enter the tunnel to zone to NC.

This dropped for me from an Ukan. dr blu to me at 63. Near ent to Nobles Causway.

there is a difference now with FT vs. Mana+ items. FT items don't stack (i.e. FT1 and FT1). The Mana+ items do stack (i.e. Mana +1 and Mana +1)
There is no longer any such thing as FT items.

Huh? Flowing Thought effect was changed to Mana Regeneration, same time as all the Regeneration, Attack, Haste ones.

This dropped off of a noc for me.
I'd assume that it is probably a random drop off any mob kind of like talisman of the spiritseer in natimbi.
