Just in case you're curious, this does NOT drop in the Hardcore Heritage version of the zone. Just cleared the whole zone... nothing.

It seems neither this heart nor the block of permafrost from the giants drops in the Keep during the annual time of the level 90 zone revamp.

first goblin wizard i killed dropped the heart. Loacation 137,-256,5 Right close to jailor on map.

Same here. Zoned in an went straight to the jail. First wizard I saw dropped the heart. In zone for no more than one minute.
I remember getting these on all toons just in case in Permafrost, and to my surprise I didn't find any on warrior now that I'm doing his epic. So I've got my Totem of the Freezing War & logged on an alt on different account, ran him to Tenal Redblade, gave him Heart of Frost on alt, and then gave him Totem of the Freezing War on warrior. Got my Totem of Fiery War :D

Got one today on the first gobby wizzy I nuked. Was soloing there looking for some tradeskill supplies and it dropped the heart. Probably because I wasn't looking for it. lol
I started out looking for the IG's to get the BoPF; I saw 2 wiz's standing by where the king spawns just before you enter the IG room; none of them droped the heart for me. I went after the IG's and fell down a trap in the floor and got owned by a namer the The Chilling Tearor or something like that. He is pretty nasty so watch out for him. After I got my rez I went bacc into PF and went down by the jailor and the alchemist. There were no wiz's by the jailor so I started to head towards the alchemist when I saw a wiz and wiped the floor with his remains and low and behold he dropped my HoF woot. It took me about 45 min. total to get this counting rez time and all. Hope this helps someone.

If the goblin wizard is a trivial challenge for you, will the heart still drop? Or do you have to be in raid mode to get it?
Jails are the best spot to find them usually the most common area I have found to find the wizards and it seems to be common off of them there. I have done this quest twice and it has worked for me.

killed the first one i came across and got the heart..also dropped a gossimeer cap...went past the two gates into the big cavern where the doors to the ice giants are..also where lady Vox room is ..he was standing on the rock.

I found the heart of frost on wizards only, I camped most of the areas around the jail, alchemists and scryer. I had to kill five wizards before I got my heart. The wizard I killed was located in the Kings chamber, as you enter it, the wizard was over to the right.

These are random drops on any wizzy in PermaFrost. I would say that they drop everyone one out of three mobs.
If you see a snowball on the wizzy as well, please give a shout to the zone. Shammies need the snowball for their totemic armor and they are more rare drops.

I've picked up several of these while camping the alchemist. Goblin Wizards frequently pop in or near that room. I've used each of them so far to help wizzies get their staff, saving the last one for my warrior alt.
