After an hour of running around and killing all goblins in site without finding a single wizard I brought in a boxed druid to track. Tracked down a total of six wizards, both fire and inferno, before I got my heart. Wizards did not appear to have a standard spawn point and I think that any goblin is a potential PH.

killed a inferno goblin wizard who droppped heart of fire. location -720,-542. this seems to be the hot spot

I have identified and mapped at least 5 distinct spawn points for the goblin wizards in Solusek A. There may indeed be random wizard pops as well, but I have definitely identified fixed spawns, albeit on a lengthy timer (at least a half hour).
As a poster mentioned previously, this is the last of four items to be obtained for the Staff of Temperate Flux quest in the Temple of Solusek Ro, and seemingly the hardest. After slaying an easy 20 goblin wizards on two consecutive forays into the tunnels, I have come out with a solid amount of fine steel weaponry and fiery ore, but alas, no Heart of Fire. By way of comparison, the required Heart of Frost dropped from the third goblin wizard I killed in the Permafrost.
As per previous advice, I am going to investigate the area about The Bar more closely, as the general consensus seems to agree on this. I'm also mindful some of this previous information is dated, but I will determine its veracity and report my findings soon.

i am camping the cleric epic right now and the heart of fire dropped in the same room that gimby does, which is right next to where the king spawns. i didnt take a look at the mobs name, just letting you know it dropped here also.

Just confirming this heart does drop in the room to the right of "The Bar."
Level 40 wizard here.. ran in self buffed with tboots on. Found the inferno goblin wizard standing there in the room to the right as everyone has said. Rooted and nuked him down where he stood. Looted and ran to zone. No heart this time. Medded back up and did it again. Respawn of another inferno goblin wizard was there, rooted, nuked down, looted the heart and ran to zone. Zoned that time with 13 percent health because another goblin snuck up on me when I wasn't watching. All in all, it took no time to get the heart. Thanks for the helpful posts everyone. :)

I just got this for my 34th level wizard last night. It was the last piece I needed for the quest, so I was ecstatic when I got it.
What I found mildly frustrating for this part of the quest was the variance in the information about the location of the Inferno Goblin Wizard. My suspicion is that you can find him as a random pop in either "The Bar" or "Room with Kindle" (numbers 15 and 2, respectively on the EQAtlas map).
However, I was convinced by somebody in-zone that he found him over and over in a room close to, but not in "The Bar." To find the room I am talking about, head through the zone as if you are going to "The Bar." At the four-way intersection just before you reach "The Bar" area, turn right. In front of you should be some stairs going up to a door. The room with the Inferno Goblin Wizard is just beyond that door. We found him and killed him, and he dropped the heart. Be very careful, though, as he has a lot of friends in there that hit extremely hard.
I would estimate the /loc of the room to be about (neg)775, (neg)610.
Other tips are to watch for the Inferno Goblin Wizard casting spells even when you can see him. That is ultimately how we located him. Also, that guy in-zone said that we could find the Inferno Goblin Wizard near a shaman. That also turned out to be correct, so if you are in the area, and you see a shaman (not sure if it is Fire or Inferno) then you are probably close.
I hope this helps some people avoid the hours long camps that seem to plague this part of the quest.

This was definately the hardest part to get (for 36 Wiz). Died prolly 5 times ... when ever i found a Gobby Wizard, I would clear the rooms arond him and move in. I figured i could prolly handle him alone, but Every Time I Tried, some gobby would find me and interupt my casting.
Quit, quaded Giants in EW to get my exp back and tried again.

For anyone keeping track, it dropped of the Wizard spawn in the room to the right of the bar -- it seems like those that are reporting drops are finding it there.

careful, the inferno wizard can see invis

I just looted a Heart of Fire off of a regular inferno goblin. It was NOT a wizard. It was around the bar area.
I went in there today to the bar area. Within 1/2 hr I saw 2 wizards spawn. The 2nd wizard that spawned dropped the heart. There are some other decent loots that drop there also 3-10pp sellers such as bricks or ore, gems, and FS weapons.

When I arrived at the bar, there were 2 wizards there. Six spawns later, no wizards, but the Drunkard nearby did drop the rare wand. Typical of my luck, lol, get a rare I'm not after. Overall so far, 11 Wizard kills throughout sol A, no drop of the heart.
EDIT: Bartender has dropped both the legs and the arms, wish this was 2000!
EDIT2: Day 2, must be over 60 wizards killed now, still no heart.
