I may have missed it but what effects does this have? besides the stats?

Umm...bards need cha as badly as enchanters. Many of the saving throws for bard songs are cha based as well as their charming songs...think that's obvious. So chill, besides, there are TONS of cha items for chanters. Most enchanters in mid-upper 50's usually end up with 240-255 (max cha) and still have 200 int. If you're level 27 or around there still, your time will come, hehe.

It says 'Can be held in just the off hand, allowing use of a weapon in the other.
', but if it's like any other bard instrument, you can't equip a weapon with it.

There are a few instruments that allow the use of a weapon in the other. For instance, the Lute of Phara Dar - it drops off of an uber dragon in VP, and allows you to use a weapon in your main hand.
