I had this drop from a high cleric of hate. Perhaps it can drop (rarely) from any tier 3 mob?

The listing above says common. <grin> I can assure you this is anything but common.
I have been with others in hate for weeks, can not count the number of Gravelords and Sorcerers we killed...and 1 dropped finally off a Sorcerer.
Plan to strap in for these and other quest drops in hate..it takes a very long time.

So? You can stack flowing thought up to 15, if you FT1 earring, FTII bracer, and this ring, you get 4 maan per tick.

Isn't it now where if you have say two FT1 items say an earing of soltice and this, then you'd have FT2? Up to 15, then the 1 normal regen?
No. FT, or Mana Regen, as it's now called, stacks up to 15 points per tick. The number is only indicative of how much mana per tick you are regenning. IE: Mana Regeneration I (this ring) gives 1 mana per tick. Add a Solstice Earring, you now have Mana Regeneration II. Add a Fabled Robe of the Ishva, you now have Mana Regeneration III, so on and so forth, up to Mana Regeneration XV.
