Raids drop much better then this like ft 5 ring. Seen one drop last ldon raid.

The recommended level tells you 90% of the time.
A group of 65s doing a normal adventure will get Rec. Level 60 items.
Rec. Level 65 items drop in Hard dungeons or raids.

did a normal LDoN group today in deepest guk, had 3 lvl 65, 1 64, 1 63 and a 61(me). one named dropped a moss covered cape, which is rec lvl 63. so if a lvl 63 average group gets a rec lvl 63 drop... why would a lvl 65 average group only get rec lvl 60 drops?
of course, being that its no drop, probably tell you that its a raid drop, not just a regular group drop

You are correct that not all items are recomended 60.
However, many of the items that drop in HIGH setting LDoNs are No Drop. Thankfully, most of these are also All/All or at least multiple classes, so rarely does one encounter the "rot" problem. The Bard lute in MM adv. is the notable exception to this.
