Those negative saves pretty much offset whatever you gain from this item. I mean, it's vastly outdated at this point, but even when it was new I would have been looking at -10 disease and -10 poison and saying nope, not worth it except in rare situations where the saves don't come into play. It's not something I would want to leave in the slot 24/7. I mean, think about it, if you're a necro you're going to be fighting a lot of undead along with necro and sk NPC's that may happen to be in the zone and they use a lot of poison and disease so you'll be needing the saves. I do vaguely recall a few excursions into Unrest long ago where the necros were practically attacking one another for one, though, so they must have had some value once upon a time.
