There are a few items that cast complete heal, that actualy isn't instant. It leaves a timer effect after teh complete heal to prevent the user form being complete healed by that spell again. This prevents unlimited, mana free, CHs. The last thing one would want is to be wearing an item that would cause that to last longer.
The timer is treated like a recourse. There is no focus effect that can affect it because you're not casting the buff part the spell casts the buff and you cast the spell...

Bahhhhha! Fear the complete and total overwhelming force that is complete heal! Such and unbalanced spell it must be included in focus effects that cannot affect the spell.
/shrug its called automatic add. basicly its a flag in teh database that any time a focus item is created teh ch excusions are added. it just simplifies the item creation process to automaticly include rules you want your designers to follow, rather than have to nerf items at a later date. Seems funny, but it makes a lot of sense when you think about it.
