These drop fairly frequently at the pirate fort in Gulf of Gunthak. Most mobs are dark blue to a level 46

Where is the best place to hunt these?
It is used in a quest in Freeport. A guard in the Freeport Militia (his name escapes me, but hes in the building. To reach him enter the Freeport Militia building in West Freeport, take the first right, then left. He is up the stairs on the balcony) will give a crate and ask you to fill it with 10 Pirate`s Seals. I have not finished the quest as I am KOS, but I believe the result will be a charm similar to the Neriak or Kelethin ones.
The guard's name is Guard Jup. Hail him and he will give you a 10 slot container to put 10 Militia Seals in. Combine them and give it back to him for reward.
