I forgot about this thing. Im pretty sure this whip came into the game a 30/5 instead of a 5/30 accidentally and was patched back to 5/30. Fun times! =)
Proc is 6 dmg initialy, then 6 every 6 for 1 min and it procs at level 1

LVL 13 is when it starts to proc

Perhaps he's asking about what amount of damage does the proc deal. I.E. how much per sec for what max? How dare he be so rash as to ask for specifics.. and force some one of your intel to reply.
